What the scores deliberately exclude. Availability is annotated but not weighted, it changes with one phone call, so it informs outreach order rather than fit. Where two candidates tie, the diving-ops sub-score breaks the tie. One name was removed at the verification stage and does not appear.

The excluded 122. Names assessed below the decision tier were excluded for documented reasons, marine-adjacent without a diving-ops core, or the wrong domain entirely, and are retained on file, not discarded. Nothing in this ranking is unaccounted for.

What the weighting surfaced

Federal Master Divers and diving-programme managers who happen to sit in San Diego, Oxnard or Puget Sound rise to the top, Stover, Sangrey, Hart, Grubbs, Chiasson, Bekeny, because they pair the two things the hiring manager prizes (diving-ops and federal rigor) with a location that removes relocation risk. Gregg Baumann tops the list outright on sheer federal-diving-programme weight: retired Navy Captain, SUPSALV Director of Ocean Engineering, and led the Baltimore Key Bridge ship refloat.

The purest benchmark echo, Thomas Ross (#4)

A 25-year Navy CWO4 Diving Officer who became a commercial diving-ops manager and then a 14-year commercial-operations and bidding manager with NAVSEA-contract fluency. He is the one profile that hits diving-ops and federal rigor and PM/contract delivery together; only a neutral-CoL Norfolk location keeps him off the top spot.

The Gulf penalty is visible and deliberate

Magness (#28), Koch (#40), Andersen (#44) and Shupe (#46) carry 24–25/25 diving-ops sub-scores, as deep as anyone on the list, but sink on an 8/30 location. If the client will fund relocation or the comp story works, these are among the strongest operators in the set; the ranking simply reflects the instruction that Ventura-area fit is the first filter.

The "strong PM, not a diver" trade, surfaced, not hidden

Henriksen (#19), Yeoman (#25) and Webb (#45) ride location and federal credentials into mid-pack but are capped by an 8/25 diving-ops score. Worth putting to the hiring manager as an explicit trade, polished federal/marine-construction PM pedigree versus the diving fluency he has said he values, rather than ranking them as if the trade were already made.

Warm angle, Dana Gordon (#35) is ex-Aqueos

Gordon started his career at Aqueos (2006–11, based at the Broussard HQ) before roughly 15 years as a Ballard diving superintendent and PM.
